Publisher probably isn't the best software out there for doing... whatever you call what Publisher does. However, it's simple and it works for me. Adobe InDesign made my head hurt. :P

Good enough for the average user like myself. It offers more flexibility than Word, and its familiar interface makes it easy to learn if you a Office user.
